Soviet Voting System


I had an interesting conversation regarding the current system of voting in an independent Lithuania vs the "Old Soviet" way of voting many years ago. I was told that the Soviet Voting System in some cases spoke more to the needs of the individual. While voting for candidates, citizens would write directly on their ballots exactly what they wanted from the new candidate. People would in sentences write "I need a bus line from my university to my street", or "We need another preschool in our area." The votes for candidates would be tallied, and at the same time, the needs that the people wrote on their ballots would be read and sorted. The "wish list" items would be sorted into 3 piles. A pile of impossible needs that realistically could never be fulfilled, a pile of requests acheivable over time (at least in the term of the candidate), and a pile of requests that could be automatically met. Multiple requests for the same thing would obviously signal that that particular community does need the requested service or establishment.
